Tom Church has 36 years active military experience in leadership and staff positions, retiring in 2005 as a Vice Admiral. 11 years in private sector with significant expertise in Financial Management and the Intelligence Community (IC).

- Served as Naval Inspector General (IG) during which time tasked by SecretaryRumsfeld to investigate the DoD use of harsh interrogation techniques on unlawful detainees, subsequently published in what is referred to as the “Church Report.”

January 2012 – September 2016 Prescient is a wholly owned subsidiary of Prescient, LLC based in Chicago. Ill. Prescient is a global operations and solutions integrator delivering full-spectrum intelligence, technology and security solutions to customers in the Federal Intelligence Community (IC). Responsible for business development, leading large teams and managing delivery on numerous projects across multiple portfolios. Departed for the opportunity to be part of a dynamic and growing small business in the IC sector.
*Director of the Navy Staff, Department of the Navy, 2004-2005
Directed the prioritization of efforts of 1000 member civilian and military workforce. Developed the staff’s strategic vision, conducted special studies, and implemented best business practices.
*Naval Inspector General (IG), Department of the Navy, 2003-2004
Completed a quick-look assessment of Guantanamo Bay detention facility for the Secretary of Defense following the incident at Abu Ghraib. Subsequently completed a review of the use of enhanced interrogation techniques (EIT) during the wars in Afghanistan and Iraq (e.g. Church Report.) Assessed operational readiness of major commands and installations and developed service-wide policies designed to enhance management efficiencies and prevent fraud, waste and abuse.
*Director, Department of the Navy Budget, Department of the Navy, 1998-2002
Successfully built, defended and executed the Department’s annual budget exceeding $80B. Had accountability and fiduciary responsibility for all Navy appropriated funds. Led a large staff that included 7 Senior Executives (SES)/Flag Officers to disburse funds, establish policies and advise the Chief of Naval Operations and Secretary of the Navy on all budgetary matters. Co-led a major upgrade to the program and budget accounting system. Worked closely with the Senate and House Committees overseeing Defense Appropriations (SAC/HAC), senior staffers, and the Office of Management and Budget (OMB.)
